Requirements
- US Citizen (or permanent resident at most 6-12 months away from obtaining citizenship)
- Full-time college student (12 credits for undergrad; 9 credits for graduate) at Rutgers-New Brunswick or one of our crosstown schools
- At least 3 years (6 semesters) of college remaining (typically freshmen and sophomores)
- Minimum 2.0 cumulative and term college GPA (minimum 3.0 recommended)
- Be able to pass a medical examination (DODMERB), physical fitness assessment (PFA) and academic standardized test (AFOQT) within one semester of joining AFROTC
- Schedule Availability: Students must ensure their academic schedule allows for the following mandatory sessions:
Leadership Lab (LLAB): Fridays, 0650-0850 (all cadets)
Physical Training (PT): Fridays, 0850-0950 (all cadets) & Tuesdays, 0650-0750 (Rutgers cadets only)
Aerospace Studies (AS) Class: Fridays, 1225-1320 (freshmen only) / Fridays, 1330-1425 (sophomores only)
Step 1: WINGS Account
- Go to WINGS and create an account.
- Login to your new account and select:
- "ROTC Applicant (Prospect)" and complete your profile.
- Answer all screening questions, to include emergency contact data, youth/military experience, drug & alcohol, and prohibited activities questions. (Incomplete applications will not be considered for enrollment)

Step 2: Complete Pre-Screening Questionnaire
After finishing your WINGS profile, click the button below to complete your pre-screening:
Step 3: Notify the Recruiting Officer
Once you’ve completed your WINGS Profile AND Pre-Screening Questionnaire, notify the Recruiting Officer via email. They will review your submission to confirm eligibility and may follow up with any questions. Once you are fully cleared to enroll, the Recruiting Officer will schedule you for an in-person enrollment session.
Once you receive confirmation, proceed to Step 4!
Step 4: Attend In-Person Enrollment Session
Please bring the following documents to your in-person enrollment session:
- Birth Certificate (original)
- Proof of US Citizenship (e.g. Original Birth Certificate, US passport, Naturalization Certificate, INS Certificate, FS-240, Report of Birth Abroad)
- Non-US Citizens: Permanent Resident (Green) Card & Foreign Passport
- Dual Citizens: Both US & all foreign passports - Signed Social Security Card (original)
- Copy of your SAT/ACT scores (incoming freshmen ONLY)
- Unofficial High School (incoming freshmen ONLY) or Unofficial College Transcripts (current college students)
- Selective Service Card/Printout (males 18 years or older ONLY)
- DD Form 214, Certificate of Discharge (prior-service personnel ONLY)
- Completed WINGS Forms (leave witness/notary sections BLANK)
- Drug Demand Reduction Release: Acknowledges AFROTC's Zero Tolerance policy on illicit drug use.
- DD Form 2005-Health Care Records: Outlines policies for collecting medical information.
- Mail Access Authorization Release: Authorizes personnel to open official USAF mail.
- Request for Release of Student Records: Allows AFROTC to access student records. - Completed Air Force ROTC Pre-Participatory Sports Physical (Requires doctor's signature)
- Can be completed by a family doctor, urgent care, military health facility, or university health clinic.
- Current Reserve/Guard ONLY: Must provide a valid AF Form 422 (via MyIMR) in lieu of the physical.
- MEPs Evaluated: May submit MEPs medical documentation in lieu of the physical.
- Note: We understand that medical appointments can be difficult to schedule. If needed, you may complete your enrollment session first and email your signed physical to the Recruiting Officer as soon as it is available.
Any information or documentation on involvements with civil, military, school authorities, or law enforcement officials.
🚗 Parking Information: Due to limited parking at the detachment and street parking limited to residents, please park along the outside of Buccleuch Park nearby the following Google Maps pin. It is a 3-minute walk from the detachment.
⚠️ Guardian Requirement: Note: If you are under the age of 18 you are required to bring a legal guardian to sign several documents. Your guardian will sign documents pertaining to drug/alcohol and safety policies.
I'm Enrolled... Now What?
Congratulations on enrolling in Air Force ROTC! We are excited to welcome you next semester. To prepare, please complete the following:
✅ School-Related Tasks
Make sure to set up your university accounts, register for classes, pay tuition, purchase your Rutgers parking pass, and fulfill any other administrative requirements.
Activate Rutgers NetID (Crosstown Students ONLY)
After submitting your ROTC Cross-Registration Application, we’ll create your Rutgers profile. To access our systems, follow these steps:
- Visit NetID Activation: Go to https://netid.rutgers.edu/index.htm and follow the instructions to obtain your NetID and password.
- Enter Personal Information:
- Name: Must exactly match the spelling in the Student Records Database.
- SSN: Enter the last four digits of your Social Security number.
- Birthdate: Enter Month, Day, and Year.
- Complete Setup: Click Continue at the bottom of the page, then follow the prompts to manage your email accounts.
- Troubleshooting: Contact the OIT Help Desk at 833-OIT-HELP or help@oit.rutgers.edu.
- Access MyRutgers Portal: Log in at https://my.rutgers.edu/portal.
Register for AFROTC Training & Classes
- Visit https://sims.rutgers.edu/webreg/ to register for BOTH Aerospace Studies class AND Leadership Laboratory.
- Freshmen (4 to 3.5 years remaining):

- Freshmen (4 to 3.5 years remaining):
- All cadets must attend Physical Training on Fridays @ 08:50 – 09:50 AM. Rutgers students must also attend Physical Training on Tuesday @ 06:50 – 07:50 AM.
- Crosstown Students will be manually registered during their enrollment session.
- Email the AFROTC Administrative Coordinator, Ms. Jamira Riddick (jamira.riddick@rutgers.edu) for Special Permission Numbers (SPNs) and/or pre-requisite overrides.
Rutgers ID Card
- Incoming Fall Rutgers-New Brunswick Students should use the ID Card Pickup Tool. Students must upload a photo first.
- All other students, visit https://ipo.rutgers.edu/publicsafety/iam/student-id. Be sure to bring a form of identification.
Rutgers Student Parking Permits
- Annual Rutgers Permit: At the start of each Academic Year, apply and pay for your Rutgers student parking permit at https://ipo.rutgers.edu/dots/permits/students. Rutgers and Crosstown cadets who wish to park on campus are required to apply and pay for a Rutgers parking permit at the start of every Academic Year.
- Additional PT/LLAB Permit: Once you have your parking permit, you may purchase an extra permit (for an additional $30 fee) to park at PT and LLAB sites (typically takes place on Busch Campus at University Park/Werblin Gym - Lot 64).
- To request one, complete the Additional Parking Request Form and note you are an AFROTC cadet.
- After form submission, email the AFROTC Administrative Coordinator, Ms. Jamira Riddick (jamira.riddick@rutgers.edu) stating you have completed the Additional Parking Request Form.
- Once the charge posts to your account, reply to the same Parking Request Case confirming payment. DOT will then activate the additional permit, and it will appear in your parking portal under “Permits.”
- The “Additional Parking Request" form must be resubmitted every semester for LLAB/PT parking, but only paid once in the Fall semester. Make sure to note in the comments that you already hold a recurring permit from the Fall and DOT will roll it over to the Spring term.
- TIP: Apply early! Passes become available in mid-August and sell out quickly.
RU HERE Attendance Confirmation
- At the start of each semester, students need to complete the RU HERE confirmation of attendance process when attempting to access any online system which requires log-in with their Rutgers NetID.
- Students must participate in RU HERE before the deadline or their classes and financial aid will be cancelled.
Rutgers Tuition Payment
- Tuition: There are no fees for AFROTC participation, but you must pay for the required Aerospace Studies class at Rutgers. Unpaid balances will block future class registration.
- No Fees for AFROTC: There are no fees for AFROTC participation, but you must pay for the required Aerospace Studies class at Rutgers and associated Rutgers University costs.
- Paying Tuition: Students can pay tuition through Rutgers’ online platform: Rutgers Tuition Payment Portal. Log in using your Rutgers NetID and password, select the term, and view/make payments.
- Deadlines: Students registering after the first due date but before classes begin have about two weeks to pay before incurring late fees.
- Policy on Unpaid Bills: Per Rutgers policy, unpaid balances from previous terms will block future class registration. To prevent this, you must either:
○ Set up a payment plan with Rutgers, or
○ Pay the balance in full using personal funds.
📩 Monitor Your Emails
Keep an eye out for emails from your Cadet Wing, which may include details on New Cadet Orientation, upcoming events, and essential in-processing information. Once set up, all ROTC-related emails and correspondence will be sent to your Rutgers email.
- ScarletMail/Scarlet Apps: Visit https://it.rutgers.edu/scarletapps/ to access Google services tailored for the Rutgers community. Log in with your Rutgers NetID and password.
🩺 Complete Medical Actions
Applicants must demonstrate physical readiness. A key requirement is passing a medical examination overseen by the Department of Defense Medical Examination Review Board (DoDMERB).
After completing your enrollment session, the Detachment will automatically begin the medical clearance process. The Det 485 NCOIC - Administration Management will provide instructions. Cadets must achieve DoDMERB qualification to attend field training and advance in the program. To avoid delays, it is strongly recommended to complete all medical requirements as soon as possible.
Note: Certain conditions may disqualify you, but waivers can be granted in specific cases (e.g., mild/resolved asthma, ADHD). Refer to the Diagnostic Waiver Considerations Guide for more information.
💪 Work Out!
Continue your workout routine and train for the Air Force Fitness Test. For cadets under 25 years old, the fitness standards are as follows:

- These minimums must be met by the time the Physical Fitness Assessment (PFA) is administered at the end of each semester.
- You must pass all categories and achieve a total score of 75 by the end of your first semester.
- We HIGHLY RECOMMEND that students begin working out on their own as soon as they decide to join AFROTC, focusing on cardio fitness.
📝 Start Studying for the AFOQT
The Air Force Officer Qualification Test (AFOQT) measures verbal and mathematical aptitude as well as aptitudes relevant to specific career fields.
- You must take your first AFOQT attempt no later than the end of your first AFROTC term.
- Cadets can prepare utilizing the AFPT 997 - AFOQT Information Pamphlet and the DAF-approved study preparation materials at https://access.afpc.af.mil/pcsmdmz/Form%20T.HTML.
- Additionally, they may use any other materials related to the areas assessed by the AFOQT that are selected based on the general AFOQT taxonomy of content without knowledge of actual AFOQT content.
- Note: Examinees who have never taken the AFOQT may only participate in study sessions with other individuals who have not taken the AFOQT.
